On 23 Jan 1892, at the age of 21, Philip joined Glamorgan Constabulary, South Wales. He was
initially posted to No. 3 (Bridgend) District. The Register of Constables records:
"Police Constable 347 Phillip Scott. Height 5 feet 10½ inches; complexion: fresh; hair: LtB; eyes: grey;
particular marks: lost little finger left hand".
He married Emma BURROWS 25 Sep 1895 at her home parish, Westbury-on-Severn, Gloucestershire, giving his own address as Blaengarw in the parish of Llangeinor.
In 1894, the constabulary divisions were assigned letters instead of numbers. He was posted 28 Sep 1895 from C Division (Bridgend/Ogmore) to D Division (Swansea). In Oct 1899, at the time of the baptism of their daughters Ivy and Phyllis, Philip and Emma Scott were living in the police house at Woodland Terrace, Blackpill, near Swansea. They were still there at the time of the census on 31 Mar 1901. By 1902, they had moved a short distance inland to the police house at Newton, at number 7 Worcester Terrace (now a commercial premises at the end of a residential terrace at the top end of Newton Road, Newton, near Oystermouth). Their twins Aleck and Norah Scott were born there on 11 Jan 1902.
Philip was posted on 10 Aug 1901 from D to A Division (Merthyr), however the twins Aleck and Norah were born at the Newton police house in Jan 1902. In Aug 1906 he was transferred to Mountain Ash. He left the force on 19 Oct 1906, after 14 years 9 months service.

Florence Margaret PHILLIPSPhilip SCOTT died aged 44 on 1 March 1915, at 5 Argyle Street, Merthyr Tydfil. His final occupation was 'colliery repairer'.
By 1918, his widow Emma SCOTT had moved to London and was living at 12 Meads Road, Wood Green, London N22.
She died aged 51 of tuberculosis on 12 Sep 1926 at the Napsbury Hospital, St Albans, Hertfordshire.
At the date of her death, her home address was 59 Victoria Road, Stroud Green, Middlesex.
Probate was granted to her brother Hubert Lionel BURROWS at London, 29 Sep 1926.
Effects £125 4s. In her Will she left her entire estate to
her daughter Phyllis Scott.
